Background of the Study

Participatory budgeting (PB) is a democratic process that involves citizens in decision-making on budget allocation and public spending. This approach fosters transparency, accountability, and citizen engagement, contributing to more inclusive governance (Adamu & Oladimeji, 2024).

In Nigeria, local governments have faced criticism for corruption, inefficiency, and lack of citizen involvement in governance. Oshodi-Isolo Local Government Area (LGA) is among the few that have embraced participatory budgeting to address these issues. This study evaluates the implementation of PB in Oshodi-Isolo LGA, examining its impact on governance, resource allocation, and community trust.

Statement of the Problem

Local governments in Nigeria often operate with minimal citizen input, leading to resource mismanagement and public dissatisfaction. Participatory budgeting offers a potential solution by involving citizens in budgetary processes.

Despite its adoption in Oshodi-Isolo LGA, there is limited empirical evidence on its effectiveness in improving governance outcomes. This study evaluates the impact of PB on transparency, accountability, and resource allocation, highlighting its challenges and benefits (Ibrahim & Adegbite, 2023).

Objectives of the Study

  1. To assess the impact of participatory budgeting on transparency and accountability in Oshodi-Isolo LGA.

  2. To evaluate the effectiveness of PB in improving resource allocation and addressing community needs.

  3. To identify challenges and provide recommendations for enhancing participatory budgeting practices.

Research Questions

  1. How does participatory budgeting affect transparency and accountability in Oshodi-Isolo LGA?

  2. To what extent does PB improve resource allocation and address community needs?

  3. What challenges hinder the successful implementation of participatory budgeting?

Research Hypotheses

  1. Participatory budgeting significantly improves transparency and accountability in Oshodi-Isolo LGA.

  2. Participatory budgeting positively influences resource allocation and community satisfaction.

  3. Implementation challenges reduce the effectiveness of participatory budgeting in local governments.

Scope and Limitations of the Study

The study examines participatory budgeting practices in Oshodi-Isolo LGA from 2015 to 2025. It evaluates budgetary processes, citizen engagement, and governance outcomes. Limitations include variability in stakeholder participation and limited access to detailed financial records.
